Or do you need to buy the car, go to the insurance company, switch it over, go back to the dealership, then get the car?

I live in AR if that is relevant.

    Don’t know about US but in UK you must have the vehicle you are buying insured, taxed and hold a valid test certificate for it before you drive it on a public road. You also need a full driving license as well. In UK the police have instant access to computer records and if any of these are not in place, can seize the vehicle and impound it for a week at a cost to you of around £150 $220.
    If you do not produce the documents and claim it and pay up, it goes to the crusher.

    the car dealer can handle it all with a fax machine/including getting your insurance temp card/dont drive it without it/
