The insurance company will use the highest rated driver on the vehicle - meaning, you'll be paying her high risk charges TWICE - once on each policy. Remember, you don't get to pick which driver gets charged to a car, if you only have one car - it's ALWAYS highest rated driver to highest rated car, etc. You're better off putting both vehicles on one policy, so you only get dinged once for her driving record.
