I mean obviously only the person listed under “covered driver” is the only one covered right? What’s the point in having Excluded Driver?

that actually is not that case. the covered driver is the owner of the policy and the car. the insurance covers anyone you give permission to use the car even if they are not listed. resident relatives or roommates do not require permission because it is assumed because they have access to the keys. however if there are specific people that you do not want to use the car they must be excluded. for example say you have a little brother with a suspended license and is constantly driving drunk. if he lives with you and takes your car without permission what damage he causes will be covered by you policy. the only way it wouldn’t be covered is if he is listed as excluded

When a driver (usually living in the same household) is excluded, it requires the holder of the policy to sign that if the person is caught driving the vehicle or gets into an accident, they agree to hold the insurance company harmless. This means you can’t go to court and say you didn’t know about it.
