Why is it cheaper to add another person to your car insurance, shouldn’t it cost more?

I am going to add my boyfriend to my car insurance and it is going to be cheaper, (not that I am complaining any) but wouldn’t it make sense to charge more? So why is it cheaper to add another person to car insurance.

If I bought car insurance in one city and then moved to another city yet didn’t tell them,am i covered still?

Say I moved from a small city to Dallas(where car insurance is more expensive) but never changed insurance over, would I be covered if I got into an accident? Is there any way they would find out?

If you have a DUI in a year ago in one state and move to another can they make you require SR22 insurance?

I already have it insured and have completed all of my requirements in the state I got it in with no problems, and quit drinking :)
