I had car insurance. I sold the car. I canceled the insurance because I was no longer driving any car. Does this count as a “lapse” in insurance coverage when I had no vehicle to insure?

In New York state how long do you have to pay the fee to the dmv? I was told my plates are suspended because I had a lapse in coverage from November. If I go to the dmv can I pay the fee still and get everything straightened out?
