Why did I get a Warrant of Debt from the person I hit in a car accident if I already paid the deductible?

The accident was about 2 years ago and for some reason I just got a warrant of debt today. I already paid the ticket from the police and the deductible for my car insurance on time 2 years ago. If the plaintiff wanted more money regarding to the accident, why are they going after me instead of my car insurance company?

What considerations should a person make if they’re moving to the bay area and are thinking about buying a car

I’m moving to the east bay area and was thinking of buying a car here and then driving it there but I learned that I would still have to pay the difference on the tax. Also the problem of insurance comes up because insurance rates are much higher in california then at home. Any advice on buying a car or buying car insurance in pricey california would be helpful. Thanks!
