There isn’t ONE BEST website online for car insurance. There are quite a few of them.
Recently when I was looking for car insurance I found this site:
http://www.1carinsurance.org
They told me which providers were offering insurance in my state. It was great.
I also tried:
http://www.progressive.com
http://www.geico.com
but I got the cheapest insurance from the first site.

Try to find out what your friends pay for insurance. I pay a little over $800 a year for full coverage. If the car is a few years old drop the collision and it should be around $400. Never had any luck with the on line companies as they were much higher.
