The iPod Touch uses flash memory instead of a hard drive, so getting a refurb is a lot safer proposition than getting one with a hard drive. Aside from the flash memory, almost the rest of the device is brand new; new outer shell, new battery, new unopened earbuds and the standard one year manufacturer's warranty, free shipping and probably no sales tax either.
