		<description>You cannot get the ownership transferred into YOUR name without having a proof of insurance  slip, with your name on it,  at the Provincial office.

 No insurance slip,  means no  transfer of the ownership and no plates, either.

		<description>I have always got the insurance in advance just in case something happens on the way to the license bureau. I think by law the car should be insured to be on the road.</description>
